Cyber Command Deputy Suggests New Cyber Ops Command Structure

According to Marine Corps Lt. Gen. Robert Schmidle, deputy commander of Cyber Command, cyber operations could use a new combatant command structure. The lieutenant discussed his opinion on the matter at the AFECA International 2011 Joint Warfighting Conference in Virginia Beach, Va.

Schmidle said sovereignty, a necessity in the organization of warfare, falls apart in cyber operations.

“If you had an expectation that you could keep those effects in a particular geographic area, then that might sort of portend toward a more traditional command and control structure,” he added. “But if you’re not sure that you could keep those effects in a particular geographical area, then you might want to be thinking about a different way to do this.”

The lieutenant talked of how Cyber Command takes an active defense posture on the dot-mil domain. He also noted that unlike other military domains, cyberspace changes according to how you operate in it.

“Every time you plug in another unit into that thing, you’ve changed the characteristics of the domain in which you operate,” Schmidle said. “That’s a notion that I don’t think we’ve completely gotten our head around.”
