The report attempts to examine NSCI’s perception that the US is not more actively pursuing cyber security and why that might be. “This paper attempts to tie together information, as reported by open-source media outlets, which may provide some insight into why the U.S. Government does not appear to “walk the talk” when it comes to securing cyberspace.”

The report highlights the growing threats emanating from cyberspace, particularly attacks from North Korea and espionage from China and Russia. It also discussed the attacks against industry systems, including against government contractors.

“There have been several studies on U.S. cybersecurity policies and programs, and each have concluded in a list of recommendations usually including better public/private collaboration, better information sharing, increased international cooperation, and/or the creation of an international treaty,” the report said. “So far, the U.S. Government’s progress has been minimal in addressing these recommendations.”

The report concludes that the US is not doing more because the government does not wish to reveal its own capabilities.

“It is far too easy to reach a conclusion that the U.S. government is not moving faster in securing cyberspace because, while the U.S. is in fact losing some data to international cyber espionage, the U.S., via NSA and/or other organizations, may actually be getting more than they are giving.”
